Good command and control centre design starts long before anyone specs a video wall. It starts with a simple question: what decisions must an operator make in the first sixty seconds of an incident? Answer that honestly and the room almost designs itself. Get it wrong and you end up with an expensive theatre of screens that nobody watches properly at 3 a.m.
We have built and operated these rooms for fintech campuses, hospitals, factories and defence-adjacent sites across 16 states, and the pattern holds every time. The centres that work are the ones built around workflows, not hardware catalogues.
The core components of command and control centre design
A functioning centre has five layers. First, the display layer — typically a 3x2 or 4x3 LCD or LED video wall driven by a hardware or software wall controller, plus dual or triple monitors per operator desk. Second, the software layer: a VMS that federates every site, integrated with access control, fire panels and intrusion alarms so one alarm surfaces one actionable card rather than four disconnected pop-ups.
Third, the network and compute layer — redundant switching, adequate recording storage, UPS and generator backup. Fourth, the human layer: ergonomic consoles, sightlines under 30 degrees of head turn, controlled lighting and acoustics, and shift rotation that accounts for attention decay after roughly 20 minutes of passive monitoring. Fifth, the process layer — SOPs, escalation matrices and drill schedules. Skip the fifth and the other four are decoration.
What it costs in India
Budgets vary widely, but useful anchors help. A compact 2–4 seat centre monitoring a single large campus generally lands between ₹25 and ₹60 lakh, including a modest video wall, consoles, VMS licences and UPS. A mid-size regional centre with 6–10 operator positions, a larger LED wall and multi-site federation typically runs ₹1 to ₹2.5 crore. National centres with redundancy, a hot standby site and 24/7 staffing move well beyond that.
Two costs are consistently underestimated. Storage is one — retention policy, not camera count, drives the bill. The other is people: a genuinely 24/7 room needs roughly 4.5 to 5 full-time operators per seat once leave and relief are factored in. Displays depreciate; staffing recurs every month.
Where projects go wrong
The most common failure is alarm volume. A centre that throws 2,000 events a shift trains operators to ignore alarms. Tune analytics, suppress known nuisances, and measure your acknowledged-to-actioned ratio from week one. The second failure is building the room before integrating the sites feeding it — commission the field layer first.
